PREDA, an acronym for People’s Recovery, Empowerment and Development Assistance Foundation, Inc., was established in 1974 by Father Shay Cullen, an Irish Columban missionary, to rescue young people caught in a web of drug dependency on the streets or in prisons and help them recover by learning skills for a better life at a therapeutic center. The work expanded to help women and street children exploited in the sex trade that flourished in Olangapo City, near the huge U.S. Naval Base at Subic Bay. After the base closed in 1992, the rescue and recovery services continued. Today, hundreds of children trafficked into the slavery of the sex trade are rescued and helped by PREDA which offers them legal protection, shelter, therapy, and a new life of dignity in a residential home outside of Olangapo. These projects are funded by fair trade sales and donations from charitable donors and organizations. Nearly 160 artisans are employed through a network of cottage industries producing baskets, jewelry, and dried fruits.

| This work is not just so that our families can eat. A certain percentage of the income goes to improving the community. For example, when the schools needed desks, we gave a donation.
